Cycling and walking serve a permanent niche of road users who wish to travel independently anywhere they want to go. Walking is often an unavoidable part of trips taken by motor vehicle, especially in urban areas and activity centers. Furthermore, many people simply prefer to cycle or walk, and having this choice is important to their pursuit of happiness.
